PRESIDENT'S MESSAGE
 
It has been several years since we have had a Newsletter and in this electronic age it is fitting that we adopt, as suggested by our webmaster, an information email directed to those registering. Having been a junk mail hater for decades, so I find it quite satisfying that we are only sending this to those who desire it. Terrific idea!
 
Your Board is made up of seven very interested neighbors and wonderful volunteers. Four are new this year and doing the best ever work. Most are still in the work force and have businesses in the area. They function as Directors, Treasurer, Secretary, Deed Restriction Team, Crime Watch,  and frequently interact with the Sheriff Dept's Community Resource Deputy Officer Michelle Branscomb. We also work with Hillsborough County's Neighborhood Relations Dept., Traffic, North Service Area and Public Utility Cos. We are looking after everyone's home value as well as safety. Our motto is "fight asset decay".
 
I'm actually looking for feedback on a few items, such as:
(1) Would you like to see a list of Monthly Deed Restriction Violators on the website?
(2) Would you like to see a particular Recidivist sued by HOA ?  
(3) Would you like to contribute to a legal fund to accomplish #2?
(4) Would you like to see a Garage Sale, Halloween Party, etc.?
(5) Would you like to volunteer for any of these activities?
(6) Make donations?
 
By the way, any homeowner can sue another homeowner for "compliance" and selective enforcement as a defense doesn't work with our courts and the defendant will most likely end up paying all legal fees. So you don't have to wait for us. It is your right. Every single homeowner gets a copy of Deed Restrictions at his closing - it is a Florida Real Estate Commission (FREC) law. When a buyer closes on a property in The Cove, he/she agrees to abide by Deed Restrictions.
 
The Special Dependent Tax District (SDTD) is run by a separate group of volunteers. These great folks take care of neighborhood wall and lawn maintenance, signage, sprinkler systems and electricity for lighting. They budget yearly and this amount is now part of your annual County tax bill at an extremely reasonable cost of $150 per year. One particular husband-wife team on SDTD Board do such a stellar and exemplary job you'd think it was professional. Additionally another two couples do yeoman work on the TCHOA Board.
 
Our next meeting is Tuesday December 1st at 7 p.m. at the new T&C Library on Paula Drive in the first level conference room.  We will put up reminder signs a few days before the date. Hope to see you there.

About The Cove
 
Did you know we have approximately 1000 residents? Our North border is Channel A, East is Old Memorial, West is Hillsborough Ave. and South is Mertens. We have exactly 357 homes and 21 streets. We have a 12 acre lake in the middle of development. We have a volunteer who takes monthly water samples and delivers them to a lab so the State can check the turbidity and nutrient levels free of charge. Another volunteer administers a permitted algae control contract service to treat the lake for the 57 residents abounding it. It literally has been years since we've had an algae bloom which causes fish kills and noxious odors. Volunteers also monitor and adjust the lake effluent level control structure. There is also a total of seven ponds off Islander Lane, Out Island in two places, Old Memorial and Seafairer Dr. in three places. A few that were eutrophied were cleaned out by the County with a special harvester called a Menzi machine. The combination of the lake and ponds controls storm water and directs it via ditches and drainage swales to a pond abutting the Hillsborough Ave. bridge over Channel A and ultimately this water ends up in the canal.
Reuse Water
 
As the saying goes "this is not our first rodeo". Approximately 10 years ago we got a resident petition together along with General Contractor and Professional Engineer estimates to place purple pipe (the conventional color for reuse water) in our community. The Hillsborough County PUD did a study analyzing consumption and found out that we did not use enough water to justify reuse water supply lines. Earlier this year we asked the County to revisit the subject. They got out their aerial maps and overlaid our neighborhood on their current supply lines and informed us that we were on wrong side of Channel A and that only connections that were within ¼ mile (1320') were being installed. Our closest border is over 2000' away at Alonso High School. We still requested that the Cove be put on their "future consideration" list and were told it was so noted. 
Speeders on Longboat Blvd.
 
This is a nagging problem that we have addressed in numerous ways for last 20 years. On our first appeal 12 years ago we were told this street is an evacuation route so DOT ruled out speed bumps. A request of County Traffic Dept. just this year said the first phase study/evaluation would cost us $1000 and if approved a second phase would cost us $6000 per speed bump. We were able to get "rumble strips" in several areas however. We also got Longboat posted at 25 MPH and there are multiple speed limit and warning signs. We have had a Sheriff's Dept. speed trailer that indicates your speed twice and have a current request in for another but County financial shortfalls and broken equipment are hindering this request. The best deterrent so far has been to request a DPA (Directed Patrol Activity) which usually entails motorcycle police monitoring with speed guns during drive time hours and giving out tickets.
Recidivists
 
This is another vexing problem but now that we have a "pro bono" interested attorney we are getting results. Be forewarned DR violators as we will discuss upcoming legal action seeking compliance again at the next TCHOA Board public meeting Dec. 1st at T&C Library on Paula Drive at 7 p.m. So far we have a perfect record.  Residents have a legal obligation to abide by the rules as we are a Deed Restricted community. Every owner was given a copy of the Deed Restrictions at their closing. It is a Florida Real Estate Commission (FREC) law. The County Code Enforcement Dept.  is also very helpful in this regard and has levied significant fines on repeat offenders.
Gangs/Illegal Activity - Alert Police or Crime Watch
 
The Sheriff's Dept. has a unit that specializes in gang activity. Please tell any Board member about suspicious behavior especially if youngsters are involved and they will notify the Crime Watch members. Do not hesitate to leave messages. Officer Branscomb is also familiar with The Cove and surrounding neighborhoods living not far from here. The Sheriff's Dept is 247-8000. Call 911 and ask for a responding unit if in any danger at all. 
Quarterly Meetings
 
We try for the first Tuesday in March, June, September and December at 7 p.m. in lower conference room at new Town & Country Library on Paula Drive across from Post Office, meetings usually last 1 hour. We lead with any special guests (e.g. this next meeting we are having an expert at child abuse speak)  as we discuss old unfinished and new business, make and take resolutions, accept Chair reports on the Crime Watch, Lake, Website, Tax District, DR's and Treasury. A real estate transaction update usually follows.
